Jaggie, I think pointing at who reports an spot is not too much correct... I think all of us help to AG for being the best spotting website in the world, and if he thinks the photos aren't good enough he can report the spot. If the admins think the spot has the quality that AG request, simply reject the report and life goes on, as always...
There are a lot of spots every day and people who are concerned in keeping the nice level of the website mustn't feel ridiculed if the admin doesn't think like him.
That's just my opinion, of course!
