There are way more than that , I've seen 3 and there is another 2 around that I believe have already been shipped back to Germany .The reason why though is it's the global launch of the Chiron .Check Bugatti's Instagram and their hashtags .I just happened to be a car spotter that was on holiday in Lisbon and stumbled across it .I have the best luck

The reason is that the Bentley and Bugatti CEO was in Lisbon ,doing the lauch of the Chiron to the customers...first hand information
