No, I've never been there and similar car had never been seen in the proximity, but I suppose it may have been brought here from USA by someone, who will restore it . However, they are just my presumptions.

That's terrible.. spots of damaged cars are (I believe) allowed, as long as the car is not in a garage / auto repair shop or dealership.
